Following the success of the 1st European Motor Biofuels Forum in May 1994 in Tours, France, the European
Commission, supported by DG XVII, DG XI and DG VI, asked the Austrian government to organise the 2nd European
Motor Biofuels Forum through the Austrian institutions Joanneum Research and Austrian Biofuels Institute. The
proceedings from this meeting, held in Graz in September 1996, form the basis of this Item. Sessions covered
background information, followed by more detailed examination of the three major opportunities (bioethanol, biodiesel
and biogas). These sessions covered both process technology and end use as fuel or additives. The emphasis was
on additional benefits which could justify support of higher cost liquid fuels (macroeconomic perspective) as well as
on technical developments which could reduce the production costs. This included aspects of the use of lignocellulosic
materials for bioethanol production. A further session looked at industrial and government initiatives, including a new
fuel quality Directive, and collaborations which could lead to greater implementation of measures to support liquid
biofuels.
