Since the beginning of the 80s, the German Government has promoted research and development in the field of renewable biological resources. To co-ordinate these activities, the Fachagentur Nachwachsende Rohstoffe eV (FNR) was established in 1993.

As the central co-ordinating agency in Germany, the Fachagentur Nachwachsende Rohstoffe eV (FNR) is charged with ensuring a practice-, problem- and result-oriented pooling of activities for the support of renewable resources. FNR has the legal status of a registered association with currently 65 members. Among the members there are representatives of Federal and Länder ministries, economic associations and other interest groups. FNR is a project management organisation on behalf of the Federal Ministry of Consumer Protection, Food and Agriculture. Advice and public relations work are other activities to fulfil the co-ordinating function.

Project sponsoring

Is a matter of priority for the FNR. The FNR supports the research and development of product lines from the production stage to the application of renewable resources, their disposal included. This takes the shape of technical and administrative support to the Federal Ministry of Consumer Protection, Food and Agriculture in the planning and execution of promotional programmes in the field of renewable resources. Currently the FNR manages two programmes:

Conceptional project sponsoring

As project sponsor of the Federal Ministry, the FNR is furthermore charged with the support of the Ministry in conceptional issues. In addition, the FNR carries out its own activities with a view to the initiation of projects. The following steps are taken in the process:

Technical and administrative handling and supervision of research proposals and projects

The project sponsoring activity in the context of project promotion focuses on the technical and administrative handling and supervision of research proposals and projects and comprises, in particular: Give advice to proposers, receipt of proposals and preparation of decisions on support taken by the Federal Ministry of Consumer Protection, Food and Agriculture, technical and administrative project supervision in the course of the project implementation, review of the use of funds, success control and evaluation, documentation.

The Ministry of Consumer Protection retains:

The basic responsibility for the project support including the drawing up, adjustment and updating of promotional programmes, decisions on support as well as concluding budgetary control and financial accountability towards the Federal Parliament.

Gathering, processing and provision of technical data

The FNR gathers and processes technical data from the field of science and the economy. From this ensues a broadly diversified advisory service for industry, agriculture and administration and other interested agencies and persons.

Advice and public relations work

In order to implement the results and findings gained from sponsored projects with practical and immediate effectiveness, these are made available to interested parties. The FNR serves as a contact and information point, inter alia, also for the media.

The FNR also takes part in fairs and exhibitions.

The FNR is at the disposal of the Federal Government, Länder, industry, agriculture and forestry and other interested parties as an advisory agency.

International co-operation

In the frame of its European activities, the FNR is national and project co-ordinator of many network and research projects. These projects, funded under the energy and research programmes of the European Union, deal with different issues with an aim of better co-ordination of measures in the field industrial and energetic uses of renewable resources.

Together with the national agencies of France, United Kingdom, Belgium and The Netherlands, FNR forms the European Renewable Resources and Materials Association ERRMA. FNR co-operates also with non European Organisations.
