Abstract:
One of the most difficult pressures facing EU
agriculture in the next decade is posed by the enlargement of the EU to include
6 associated countries of Central and Eastern Europe (the decision to work
towards the future membership of these countries was taken at the Copenhagen
summit and reconfirmed at the Essen summit).The 2 main agricultural issues
raised by this enlargement are the relative competitiveness of CEEC agriculture
and its potential to cause difficulties for EU agricultural policy. To help
thinking at the policy development in the EU, it is essential to have a
consistent picture of the current and developing situation in the CEECs and to
have a soundly based quantitative analysis of the policy options confronting the
CEECs as they prepare for this accession.
The present project aims particularly at clarifying some of the assumptions made in earlier studies related to future agricultural developments in CEEC. Also at an analysis of central issues involved in preparing Bulgaria, the Czech republic, Hungary, Poland, Rumania, the Slovak Republic and, where possible, Slovenia to future accession in the field of agriculture and food.
The intention is to employ and improve a wide variety of methodologies, ranging from political economy to econometric simulation with a strong emphasis on quantitative analysis as developed in agricultural economics. The project will create a lasting base of knowledge and analytical tools which can be used, by the EU commission and others, to support future policy decisions, in the CAP and in CEEC agricultural policies.
