Background Information



There are three Horizontal Programmes within FP5, which underpin and complement the Thematic Programmes by responding to common needs across all research areas:


Confirming the international role of Community research (INCO 2)

International cooperation in the field of research and technological development (RTD) will be pursued under the 5th Framework Programme, through 2 complementary routes:


Promotion of innovation and encouragement of SME participation (Innovation/SMEs)

The "Innovation and SME Programme" stands at the cross-roads of the Community's policies on Research, Innovation and SMEs. It promotes Innovation at Community level and encourages SME participation under FP5.

The programme supports European businesses to innovate, to develop, market and integrate new technology and to manage change more effectively. More specifically, it supports European SMEs to fully participate in FP5 actions and to optimise their advantages from such participation.

The programme also aims at contributing to a more innovation friendly environment in Europe, improved conditions for the creation and development of new companies, the diffusion of new technologies, the emergence of new economic activities and at fostering the "innovation culture" in Europe.


Improving the human research potential and the socio-economic knowledge base (Improving)

Improving the Human Research Potential and the Socio-economic Base, or Human Potential as this programme has become known, is one of the individual programmes within the European Commission's 5th Framework Programme.

Human Potential aims to: support training and mobility of researchers from virtually all scientific fields throughout Europe; increase EU expertise in the socio-economic sciences to allow us to understand how to harness Europe's rapidly changing society.

There is a wide range of opportunities available for young to senior scientists, and for research teams, universities, companies and other organisations in Europe's Member and Associated States.
