The recent Biomass Action Plan has already described various actions that will be taken to
encourage the use of all kinds of biomass for renewable energy production. This
Communication now sets out
An EU Strategy for Biofuels with three aims:
- to further promote biofuels in the EU and developing countries, ensure that their
production and use is globally positive for the environment and that they contribute to the
objectives of the Lisbon Strategy taking into account competitiveness considerations;
- to prepare for the large-scale use of biofuels by improving their cost-competitiveness
through the optimised cultivation of dedicated feedstocks, research into "second
generation" biofuels, and support for market penetration by scaling up demonstration
projects and removing non-technical barriers;
- to explore the opportunities for developing countries - including those affected by the
reform of the EU sugar regime - for the production of biofuel feedstocks and biofuels, and
to set out the role the EU could play in supporting the development of sustainable biofuel
production.
The principal points include action to
- Stimulate demand for biofuels by encouraging their use or by setting binding targets to be
achieved
by Member States.
- Act in favour of the environment, for example, by ensuring the sustainable nature
of crops used as raw material as well as examining the impact of fuel quality and type on emmisions.
- Develop production and distribution systems
Removing technical barriers by process development.
- Broaden the field of raw material supply by looking at the possibility of using agricultural,
forestry or
agro-industrial wastes or by-products.
- Strengthen trade.
- Help developing countries to produce their own sustainable biofuels.
- Promote research and development in the life sciences and biotechnologies to improve crop
production systems and raw material quality as well as advance of second-generation fuels.
