Objective
The Campaign for take off (CTO) has established the goal of implementing 2000 MWth of wood heating systems in large buildings and blocks. The BIOHEAT project should make a major contribution to the achievement of this goal. It will create interest in wood heating, disseminate information and provide practical support for project developers, consultants and energy service companies in the start-up phase of biomass projects. Know-how transfer from partners with extensive experiences to partners, that are newly engaged in this field will be facilitated by the project to prevent diffusion failures due to lack of experiences. The project will also address local, national and EU policy makers and suggest options to eliminate barriers for wood heating in this sector, that are identified in the course of the project.
The market segment of large buildings was chosen, as the economic preconditions for heating with wood fuels are particularly good in this sector. Also, the development of this niche can pave the way for the diffusion of modern technologies for domestic heating with biomass, as it will lead to the establishment of fuel supply structures and qualified services that can also support the domestic heating sector. It will also lead to an enhanced public perception of wood heating as a modern, comfortable and both economically and environmentally sound option.
Activities
The project was organised in four phases as follows
The result of the project should be a significantly enhanced awareness about the option among relevant professional groups in the participating European countries and a considerable number of projects that are actually realised. The project is intended to stimulate 10 - 20 projects per country during its course. Assuming diffusion rates that have been achieved by other renewable energy technologies, this could lead to the achievement of the CTO goal of 2000MW in this sector within 4-5 years.
For this reason BIOHEAT I that ran from from 2000 till 2002 has been followed by BIOHEAT II running from January 2003 till the end of 2004 within the ALTENER program. The total budget of the BIOHEAT projects is 1,8 Mio €. 17 countries including member states and accession countries now participate in the project. BIOHEAT is dedicated to stimulate the use of modern automatic wood boilers for heating large buildings such as schools, town halls, hospitals, retirement homes or residential blocks.
Besides disseminating basic information BIOHEAT II will aim at involving regional energy agencies and train them to develop wood heated projects. It will implement measures to ensure that projects are of high quality as mistakes are frequent when new technologies are used by inexperienced professionals. This will include an international training course for planners and detailed technical manuals explaining the do's and don'ts of heating large buildings with wood fuels. The national participants will also have the flexibility to address particular national barriers for wood heating that have been identified during the analysis phase at the beginning of the project. During this phase 25 interviews are conducted with representatives of all relevant target groups, commercial actors and professional organisations to understand the national barriers for wood heating and to establish cooperation for the dissemination of information. Finally, the national project managers will offer startup support for pilot projects including a telephone hotline and financial support for feasibility studies.
